Referencing this from history.com... here is a little bit about the ancient history of halloween.

2000+ years ago: The origins of Halloween date all the way to Samhian (sow-in), a Celtic festical celebrating the New Year (November 1), which marked the end of summer. This was the time of harvest and the beginning of the cold winter. Winter time, related to the cold weather and lack of medical resources was a time when many passed away.
The Celts believed that the boundary between the worlds of the living and the dead became blurred on the night before the new year. It was on this night, October 31, that the Celts celebrated Samhain and the ghosts of the dead supposedly returned to earth to cause trouble. During the celebrations, the Celts wore costumes of animal heads and skins.

43 A.D.: Romans had taken over the majority of Celtic territory.

800+: Christianity had spread into the ancient Celtic lands. In an effort to remember the dead with a religious holiday, Pope Boniface IV wanted to change the Celtic festical of the dead to All Saint's Day (Nov. 1). It was at this time when the holiday was given the name "All-Hallows." The night before, Samhain, became known as All-Hallows Eve.. and now Halloween.

The first "official" citywide celebration of Halloween was in 1921 in Anoka, Minnesota.
